South/Easterners Marginalised… Lands Ministry In Turmoil

A noisy furore erupted at the third floor of Youyi Building on Friday August 22, 2014 when news broke out that the former Acting Director of Surveys and Lands, Mr. Christian H. A. Pratt is to return to the Ministry of Lands, Country Planning and the Environment as substantive Director of Surveys and Lands.
Mr. Pratt, who was kicked out of the Lands Ministry, for allegedly converting 531 Acres of State Land to Private Land and sold same to some members of the public, will find it difficult to work in a totally reformed Ministry. Already, his appointment has been vehemently opposed by the reformist Minister of Lands, Musa Tarawally.
State House sources have confirmed that, Mr. Tarawally’s opposition to the appointment of Mr. Pratt as Director of Surveys and Lands is well documented.
The Secretary to the President, Mr. Emmanuel Osho – Coker is said to be firmly behind the appointment of Mr. Christian Pratt as Director of Surveys and Lands.
A senior source at the Public Service Commission told the Global Times that, Mr. Osho-Coker misled the President or did not properly brief him on the prevailing situation in the Lands Ministry. A meeting called at State House on Thursday to resolve the impasse almost ended in a shouting match between Musa Tarawally and Osho-Coker.
The substantive Director of Surveys and Lands, Dr. William L. Farma is to proceed on terminal leave at the end of August. The Minister of Lands, Musa Tarawally had requested for the tenure of Dr. Farma to be extended to enable the Ministry conclude vital projects initiated under his direct supervision. His request was first endorsed by the President but later rescinded, according to a high-placed source at State House.
Mr. Tarawally had suggested that, if Dr. Farma’s tenure could not be extended (even though there is a precedent to that effect), his deputy, Mr. Fayia Alpha should be promoted to the post of Director of Surveys and Lands. Mr. Alpha has served in the Ministry of Lands for well-over thirty years, according to a reliable source at the Public Service Commission headed by Max Sesay. He also holds a post graduate degree from a prestigious university.
The decision by Mr. Osho-Coker to force through the appointment of his tribesman (Mr. Pratt) against all odds, has left some members of the senior cadre of the Civil Service completely flustered. Musa Tarawally, who remains one of the most trusted South/Eastern political allies of President Ernest Bai Koroma, has been left completely embarrassed by this incident.
A senior opposition Politician observed last night that, the APC was just using South/Easterners to promote their political ambition.
