After an official complaint was made by Tiwai Memory Masters over a bidding process for the supply of High-End Printers and Toners, the Independent Procurement Review Panel has directed the cancellation of the bid process due to โ€˜unlawful actionsโ€.
The IPRP has further directed the Free Quality Education Project Secretariat to readvertise the bid within one week (starting 16th February, 2024) by publishing it through its website and two widely read newspapers.
The Chairman of the Independent Procurement Review Panel, Dr. Emmanuel Saffa Abdulai ESQ told the Global Times yesterday that, the IPRP has a good reputation for fair ruling.
A spokesman for Tiwai Memory Masters said their bid was the most responsive and they should have been awarded the contract. He quoted Part III 21(5) of the Public Procurement Act 2016 which states, โ€œA procuring entity may disqualify a bidder if it finds at any time that the information submitted concerning qualifications of the bidder was materially inaccurate or materially incompleteโ€.
Dr. Emmanuel Saffa Abdulai said the IPRP panel of five ruled on the evidence before them. He noted that a lot of irregularities were discovered in the procurement process which led to its cancellation.
