Contracting of Project Architect for Designing/Drawing and supervision of the Construction of a Hostel facility for the School of Midwifery Bo, Southern Sierra Leone West Africa
𝟏. 𝐈𝐧𝐭𝐫𝐨𝐝𝐮𝐜𝐭𝐢𝐨𝐧
Caritas Sierra Leone Bo intends, as part of a co-financed project, to contract an Architect for designing a student hostel and for supervision of the construction in Bo, Sierra Leone. The contract will be awarded through a negotiated procedure with a call for competition. The call for competition is the first step and is a preliminary assessment of suitable companies or individuals for the subsequent submission of tenders. It serves to gain an overview of the potential market and capacities. The aim of this call for competition is to check the bidder eligibility (i.e. expertise, performance and the absence of grounds for exclusion) of the
applicants as part of a pre-assessment. Interested applicants are asked to hand in an expression of interest. There is no offer requested at this stage. Applicants who pass the eligibility test will be invited to submit a bid separately on the basis of terms of reference, which will be shared in a second step.
𝟐. 𝐀𝐛𝐨𝐮𝐭 𝐂𝐚𝐫𝐢𝐭𝐚𝐬 𝐒𝐢𝐞𝐫𝐫𝐚 𝐋𝐞𝐨𝐧𝐞, 𝐚𝐜𝐭𝐢𝐨𝐧 𝐦𝐞𝐝𝐞𝐨𝐫 𝐞.𝐕. 𝐚𝐧𝐝 𝐭𝐡𝐞 𝐩𝐫𝐨𝐣𝐞𝐜𝐭
Caritas Sierra Leone Bo is a branch of the international Caritas network, which is dedicated to promoting social justice and improving the living conditions of vulnerable populations.
Established in response to the needs arising from civil conflict and poverty in Sierra Leone,
Caritas Sierra Leone Bo focuses on various sectors including health care, education, and community development. The organization works closely with local communities to implement programs that address immediate needs while fostering long-term resilience.
Their health initiatives particularly emphasize maternal and child health care, aiming to reduce mortality rates through improved access to quality services.
Caritas Sierra Leone Bo in partnership with Action Medeor Medical Aid Organization in Germany has secured a four-year grant from BMZ to implement a project “Improving mother-child health care through midwifery education, training, networking and community-based engagement”. One of the components of the Project is the construction of a 25-bedroom hostel. The construction of a hostel facility for the School of Midwifery in Bo (SoMBo),
Nyandehun Village along Bo/ Kenema Highway, Southern Sierra Leone is a significant project aimed at enhancing educational infrastructure and providing adequate accommodation for at least 50 students.
𝟑. 𝐎𝐛𝐣𝐞𝐜𝐭𝐢𝐯𝐞 𝐨𝐟 𝐭𝐡𝐞 𝐚𝐬𝐬𝐢𝐠𝐧𝐦𝐞𝐧𝐭
It is planned to construct a 25-room dormitory for at least 50 Midwife Students on the grounds of SoMBo in Nyandehun, Bo Area, Sierra Leone. The following units are planned for the dormitory:
25 rooms for 2 students each
Flat for the dormitory supervisor
Study and sick room (inc. equipment)
Shared kitchen, dining room, laundry room (inc. equipment)
Washrooms incl. WC and shower cubicles
Photovoltaic system (min. 10 KW) and separate room for batteries
Well (60 m deep) with electric pump and two 10,000 litre water tanks
Rainwater collection system
Sewage system with septic tank
Enclosure of the school grounds
The construction will be tendered separately and is expected to start in Q1-Q2/2025 and is planned to be finished in 1,5 years. The total budget available for the construction project is around 7.500.000 SLE.
As part of preparatory phase of the commencement of the Project, Caritas Sierra Leone Bo is planning to contract the services of an Architect. The role of the Architect is crucial in ensuring that this facility meets both functional and aesthetic requirements while adhering to local regulations and standards. Working under overall leadership and guidance of the Caritas Sierra Leone Bo’s Director and supervision of the official(s) assigned by the Director; the Architect is expected to provide technical, administrative and monitoring of the construction of the Hostel, Staff Quarter, Solar building and Fencing.
Services to be provided by the architect will be specified in the Terms of Reference but are two fold:
1) Planning and designing of the student’s hostel and the compound according to the contract givers expectations with preparation of final Architectural Drawings, Detailed MEP Plans, Structural Drawings, Bill of Quantities (BoQ).
This service is planned to be delivered in Q1/2025.
2) Supervision of the construction is to be part of the consultancy once a contractor has been chosen. The architect is responsible for project management, communicating with the contractor and coordination of works as well as monitoring through site visits.
𝟒. 𝐏𝐫𝐨𝐟𝐢𝐥𝐞 𝐚𝐧𝐝 𝐐𝐮𝐚𝐥𝐢𝐟𝐢𝐜𝐚𝐭𝐢𝐨𝐧𝐬 𝐨𝐟 𝐀𝐩𝐩𝐥𝐢𝐜𝐚𝐧𝐭𝐬
This Cal for Competition is addressed to the public. Applicants must meet these eligibility criteria to be considered for the tender:
𝐄𝐬𝐬𝐞𝐧𝐭𝐢𝐚𝐥:
Registration with SILA and/or Architects Registration Council in Sierra Leone.
At least 5 years of proven experience in planning institutional or educational buildings.
At least 5 years of proven experience in supervisions of construction projects in Sierra Leone or other west-African countries with a budget of at least 300.000 USD.
Proven working experience with international organizations.
University Degree in architecture, engineering or similar studies from an accredited institution.
Excellent English skills
Office in Bo or within 20 km of Bo; Alternative willingness to travel to Bo on a weekly basis for supervision of the project.
Proven track record of managing construction projects from inception to completion.

No conflict of interest in relation to Caritas Sierra Leone Bo, action medeor and School of Midwifery Bo.
Desirable:
A Master’s degree may be preferred.
