The former Vice President of Sierra Leone, Honorable Dr Victor Bockarie Foh, has openly backed the Proportional Representation (PR) System stating that it promotes inclusive representation.
According to him, he supports the Proportional Representation (PR) for Parliamentary, Mayoral & Local Councils Elections in Sierra Leone stating that it is in the best interest of the country.
He said the reasons are many and the overwhelming advantages include but not limited to the enhancement of Proportional Gender Balance, violence free and peaceful elections; list System is Cost effective, it enhances Quality, wider & broad participation, better & mature political partiesโ representation and control countrywide better public debate of governance and development.
Speaking exclusively to Global Times, the former Vice President Honorable Victor Bockarie Foh recalled that he was one of the five Members of Parliament for the APC in the period 1996 to 2002. He explained that Parliamentary Hansards recorded his effectiveness as MP to the point that Honourable Foh was referred to as the Brain of the 1991 Constitution. “May the Lord grant eternal Peace to the late Justice Sheku Mohamed Kutubu, Speaker of Parliament then, who usually called on me, Hon Foh then of the APC, to quote and speak on the 1991 Constitution (Act No6 of 1991” he stated.
But for the PR which produced Victor Bockarie Foh for the benefit of the Sierra Leone Parliament, the Hansards would not have recorded and recognized 1889 Foh, a Bo School Boy who debated with value, before another, yet Senior Kortor, Bo School Boy, 922 Kutubu, Sheku Mohamed, Speaker of Parliament and sometimes before the Deputy Speaker of Parliament, Bangura Abdul, another Senior Kortor, Bo School Boy. All Political Parties in the 1996 Parliament had Bo School Boys ; SLPP, UNPP, PDP, APC, NUP and DCP so that PR mix of Bo School Boys in the 1996 Parliament galvanized Peace and Harmony in Sierra Leone, he informed.
Dr Victor Bockarie Foh said only the PR Elections could achieve such a mixture of Politically Mature Minds from wide diversity of cultures of Sierra Leoneans in One House of Parliament at the same time.
Dr Victor Bockarie Foh emphasised that he could go on and on demonstrating the beauty of the PR System but he ended up with a special appeal to all Sierra Leoneans everywhere, to support PR SYSTEM of elections in our only God given country, Sierra Leone, for 2028 and beyond saying that for love of country, please embrace the PR System.
Dr Victor Bockarie Foh concluded by stating that the PR System will be of great help to the people of Sierra Leone and it promotes inclusive representation and ensures that all groups of people have a say.
