TERMS OF REFERENCE FOR PROJECT OFFICER CONSULTANT AT FAIRTRADE AFRICA IN SIERRA LEONE

1.      ABOUT FAIRTRADE AFRICA

Fairtrade Africa (FTA) is the umbrella network organisation representing Fairtrade-certified producers and workers in Africa. It has four (4) regional offices in Eastern & Central Africa; Southern Africa; Western Africa; and the Middle East and North Africa with a workforce that comprises of 90 staff. Established in 2005, FTA aims to effectively represent producers and workers within the International Fairtrade system and provide services to them that contribute to the improvement of their livelihoods www fairtradeafrica.net

2.      BACKGROUND

FTA is currently seeking to improve its service delivery to Cooperatives in Sierra Leone. FTA aims to support Small Producer Organisations in Sierra Leone to be strong and viable SPOs which are inclusive and lead to clear benefits for members and commercial partners. We therefore seek to contract a consultant who has the requisite expertise to support SPOs to provide training and coaching on Fairtrade certification. The contracted consultant would work closely with SPOs to provide targeted support based on the challenges faced by the cooperative within their certification journey to help them remain compliant to the Fairtrade standards and also deepen the benefit of certification to their members.

3.         OBJECTIVES OF THE CONSULTANCY GENERAL OBJECTIVES

The General objective of this consultancy is to ensure that FTA has a good in-country representation in Sierra Leone to provide valued and relevant services to small producer organisations.

SPECIFIC OBJECTIVES

Pre- and Post-Certification

  • Act as a key point of contact for member and producer organization queries, ensuring that, issues are dealt with promptly and efficiently
  • Conduct Fairtrade Standards workshop for small producer organisations (cooperatives)
  • Provide pre and post certification support to SPOs as required
  • Serve as focal person for FTA in Sierra Leone
  • Provide one-on-one coaching to cooperatives and Traders and provide the necessary support related to certification
  • Conduct needs assessment of SPOs
  • Participate in Fairtrade Africa’s meetings and regional events

Project Management

  • Support the implementation of projects to assist producer organisations
  • Monitor operational activities and effectiveness of results and milestones
  • Compile monthly updates and quarterly reports using FTA and project templates
  • Support and participate in Monitoring, Evaluation and Learning (MEL) activities              Support the development of project proposals

4.      TIMELINES

The consultancy would be for Ten (10) working days in every month for period of 12 months from the date of contract signing.

5.      DELIVERABLES

  1. Monthly reports of activities implemented
  2. Quarterly reports of activities implemented
  • Update on certification status of SPOs
  1. Needs assessment of SPOs
  2. Monthly time sheets

7.      CONSULTANT’S PROFILE

Qualifications

  • Bachelor’s Degree in Economics, Agriculture or related field

Experience and Knowledge

  • A minimum of 3 years’ project management experience in a similar environment
  • Experience of delivering training to a range of audiences
  • Knowledge and understanding of Fairtrade standards
  • Thematic knowledge and expertise in FTA’s priority areas
  • Proven track record and understanding of the cocoa sector in Sierra Leone
  • Understanding of the ways of working and principles of farmer cooperative

Skills

  • Good command of spoken and written English.
  • Excellent interpersonal skills with ability to interact with individuals across multi-functional disciplines
  • Conflict resolution skills
  • Good organizational skills
  • Good training and facilitation skills
  • Strong planning and project management skills
  • Ability to speak local language

8.      EVALUATION AND AWARD OF CONSULTANCY

FTA will evaluate the applications and award the assignment based on educational, experience and skill feasibility and reserves the right to accept or reject any application received without giving reasons.
